mix it with water?

No. You will need a developer. Please see our section on how
developers work here: Developers.

I bleached my hair and it ORANGE! How do I get rid of the
orange?!?!

Orange is a natural level of lift from lightening hair.
Please
refer to out Levels of Lift Section. To get rid of the orange you can
either Tone
your Hair with Toners, or is you objective is light blonde
you can continue to lighten, you can find more information on lighting
